The answer:

yes, /usr/local exists.  It is a symlink to /opt/local which is not  
the same as /a/opt/local.  I changed it to a relative symlink (/usr/ 
local -> ../opt/local) and it works like a charm.  Thanks to the many  
many folks who pointed out the bad symlink.
