Well the problem was basically in the network configuration and as mentioned
'ifconfig plumb' should have no effect on telnet. The suggestions i got were
to check etc/hostname.*, /etc/hosts, /etc/netmasks, telnetd entry in
/etc/inetd.conf and after checking everything the problem turned out to be a
wrong entry in etc/netmasks. A primary network problem.
