Thanks to Darren Dunham's advice on changing the order for protocols in /etc/netgroup all jumpstart NFS traffic is now going over TCP. I rearranged the order of the protocols to have tcp/tcp6 first then udp/udp6 on the miniroot, and that enabled NFS over TCP by default. Thanks to everyone that sent me suggestions.
