A few people offered up suggestions although at this point the problem still exists. It was suggested to run grpck and pwck and see if anything turns up there. Grpck did report some errors although they were to just point out duplications in the group file. I fixed those nonetheless. Another suggestion was to delete the GID 100 and then try creating more groups again. That did not work either. For whatever reason(s), the GID is stuck on 100 unless I specify an alternate GID with the -g flag. If anyone has any other suggestions, etc let me know. Thanks to those who responded.
