Solaris 8 and above come with IPsec in the base system. See
ipsec(7P), ipsecconf(1M), ipseckey(1M)
I think I saw VPN solutions from both Nortel and Nokia a while 
back, but don't know if they have Solaris binaries.

There are also point to point solutions that you can purchase or use freeware -- there's KAME/Racoon from FreeBSD, and FreeSwan for Linux Cisco VPN Client Sunscreen and PoPToP  GauntletVPN - http://www.securecomputing.com/index.cfm?skey=979
