Kevin Buterbaugh, gave me an answer that makes more sense: "There's actually several possible reasons why ... one would be that if you were ever (since the last boot) so severely short of memory that the system actually swapped some processes out of memory. If those processes never become runnable again, they'll never be swapped back in. That's probably not likely, but there are other possibilities.
