Thankyou to everyone who responded Many of you suggested looking in /etc/ftpusers. I had actually failed to think about this but only root was blocked. I also looked at the pam.conf file which did not have the ftp libraries set up but the eventual solution was an error in the /etc/shells file which had the wrong patch for the korn shell in it!
