SUMMARY: verify that in.ftpd is ready

The answer:

It cannot be done.  Unlike a webserver, where if port 80 is open then the
web application should be ok, the only way to determine if an ftp server
is responding is to actually ftp to it.  And thank you to the hoards of 
folks who pointed out to me that port 111 is rpcbind, not inetd.
