SUMMARY: re-run vxinstall

Thanks to every one who responded.
 
A lot of people said remove licenses from /etc/vx
 
The correct answer came from Mike Demarco, which was to touch
/etc/vx/reconfig.d/state.d/install-db
After a reboot the vxinstall worked.
