Thanks to all who replied. The easiest thing to do was to make a group called noftp put those uses in that group and change ownership of ftp to that group. Then chmod 505 on ftp and the werent able to access the binary. This works for your normal log in and work user but as everyone said a power user can find a way to do this, but then again if you are root it doesnt matter ;) Thanks again.
