Suggestions include to check hosts.allow file, check
file permission for in.telnetd, check the "CONSOLE="
line in /etc/default/login , check telent entry in
inetd.conf .  

Both SRISHYLA and Mark asked whether I HUP inetd.  I
thought I did, with /etc/rc2.d/S69inet stop/start . 
Well, it turned out that must be something else. 
After doing kill -HUP inetd_pid , everything is fine.
(actually I omitted the -HUP flag, then I had to
reboot to get back the inetd process ^.^ )
