Jed Dobson seems to have hit paydirt with his solution;
The default configuration for X11 (And sunray servers?) assumes a frame
buffer for display :0. Our e250 does not have a frame buffer. This was
causing problem with dtlogin. 
By modifying the Xservers file to disable the display :0 The load spikes
have subsided.  Note that with a sunray configuration, or XDMP running,
the following instructions must be followed, to keep the changes, in an
otherwise dynamically created file.

cp /usr/dt/config/Xservers /etc/dt/config/Xservers.SUNWut.prototype
then edit the new file to comment out the line starting the display :0 Xsun.
  I.e.  change:
        :0	Local local_uid@console root /usr/openwin/bin/Xsun :0
-nobanner
  to:
        # :0	Local local_uid@console root /usr/openwin/bin/Xsun :0
-nobanner
        
This is covered in the README.SUNWut located in /etc/dt/config.

Hello all,

We have an E250, 1CPU, 2GB Ram. ~22GB HD, no partition over 70% full.
Solaris 2.6 with all relevant patches. (You don't want a list, do you?)

We were running Sunray Admin Suite 1.0/1.1 until very recently, with
a pool of 20 users, and only ~12 active at any time.  everything was
fine, with load spikes around 2.0 on a bad day.

To fix a problem with sunray sessions hanging, we upgraded to the latest
revision of Sunray Server, version 1.3.  Now, the load regularly sits at
around 4 or 5.  I've got a low-strain perfmon running constantly, which
shows both cpu & load bouncing from nil to max regularly.  Has anyone else
had similar experiences with upgrading their Sunray Servers?  I'm beseiged
regularly by (l)users complaining that 'it was faster before the upgrade'
and I would like to hear from those in the know before (dismi/addre)ssing
their concerns.

To stave the anticipated flood of email stating the obvious, we do have
another CPU on order, it should arrive within the week.  I am more concerned
that our box itself may be under-powered, since E250s only support 2 CPUs
max.
 I would be interested to learn what sort of server-to-user ratios are in
effect in other shops on this list.  (ie, we run an e250 for 12 sessions.)
