I wanted to thank everyone who offered suggestions and help with getting
NTP running correctly on Solaris 7, especially Thomas Anders and Darren
Dunham who led me to the patch itself and explained what was going on.
There were too many others to name individually.
It turns out that early versions of Solaris 7 shipped without the 64 bit
kernel routines for NTP. Patch 109409 (rev 01) along with the jumbo
kernel patch 106541 (rev 12) was the cure.
My original post is included below. Thanks again.

Subject: NTP on Solaris 7
Hello. We're running Solaris 7 on a number of Sparcs and while trying to
have them talk NTP with our time server I'm getting this in
/var/adm/messages:
Oct 29 19:05:53 [hostname] xntpd[13504]: xntpd version=3.4y (beta
multicast); Fri Aug 23 19:54:40 PDT 1996 (2)
Oct 29 19:05:53 [hostname] xntpd[13504]: tickadj = 625, tick = 10000,
tvu_maxslew = 61875
Oct 29 19:05:54 [hostname] xntpd[13504]: NTP user interface routines not
configured in this kernel.
I know the NTP server is functional because all of our Linux boxes on the
same network keep their clocks in sync. I've checked access1 and can't
find any patch that addresses this problem. Installing ntp4 doesn't help
- I get the same errors in the messages file. Is it a Solaris bug? If not
what is it?
Thanks in advance - I'll summarize.
