Sorry I didn't explain the entire problem I was having.
I have a dba account that needs to send a message to the
/dev/console to have a operator mount a backup tape.
Casper showed me a method that will work:

Well, you could try "syslog" (using the logger command) and make sure that
the specified log message makes it to /dev/console.
You can use one of the local log levels for this.
(logger -p local3.notice "New tape required")
and then
local3.notice /dev/console
in /etc/syslogd.conf
