Thanx to all who responded.
The answer was it was trying to boot off of the network. Boot Disk solved
the problem.

I have an Enterprise 450, running 2.5.1 fully patched. Running NIS + with
this machine being a client only. It has 1 internal 9 GB disk with 6
external 9GB drives. Probe SCSI sees all the drives OK.
The machine was shut off this weekend due to scheduled power outage. Now
it will not come up after memory check it says
" Time out waiting for ARP/RARP packet"
Line after line and will not come up.
Have tried L1 A and powered up and down several times with the same results.
Any ideas.
