Sorry for the late summary. Thanks for all the responses. This was not a
simple case of a busy port, or a permissions issue. We had run a script to
secure the server, and had not changed the ports that Oracle was using.

Many of the answers were directed at file permissions, or entries in the
listener.ora file. Permissions for all files and directories were correct
and we had examined the listener.ora file before sending our request.
The correct answer came from Bill Hathaway and here is his response:

have you ( or someone else) installed the TITAN security package? One of
the things it can do is change the min priviledged port setting from the
default of 1024 to something higher. If TITAN hasn't been installed, it
may still be from a similar configuration, try the following: run
ndd -get /dev/tcp tcp_smallest_nonpriv_port
and see if you get a number higher than 1521. If you do, as root run
ndd -set /dev/tcp tcp_smallest_nonpriv_port 1520
and try starting the oracle listener again. You should also check your
/etc/rc*.d/ scripts for any ndd settings that are setting it at boot so
you don't get caught be it again if that was the casse.

We had applied a script to this server that we did not think was there. The
purpose of changing the tcp_smallest_nonpriv_port setting is to raise
non-priviledged ports to a number higher than what NFS uses (2049) so that
non-priviledged users cannot NFS mount a drive.
