The answer:

Boy, that was fast. Several people confirmed my guess that ntp uses GMT and
the local timezone info is used only to display. One person with good eyes
spied the problem. I was setting "TZ=europe" when what I should have been
doing is setting "TZ=Europe/Berlin" and using /usr/sbin/zic to compile the file
"europe" into the directory "Europe" with lots of separate timezone files.
Unfortunately I had to do a reboot for the timezone changes to take effect,
but everything is working fine now.
