SUMMARY: Javascript leap-day problem

I'm reliably informed that this bad-date thing is a well-known problem that
happens for some TZ settings (notably `GB') and not others. I've tried MET
and GMT and the problem isn't there. Now I'm trying to figure out how I've
missed it all this time. Today's date is more notable than average, of course.

I've also had a report that the same problem afflicts some Linuxes (Linuxen?)
so it isn't even Sun-specific.
