the problem has been solved
the 'quotas' file in every filesystem implementing quotas
had permissions 644 instead of 600.
I had gone to docs.sun.com and started implementing quotas
afresh on all filesystems when i noticed this.

I have a sparc SS20 running solaris 2.5 on which certain file
systems have quota's implemented.
I have noticed that users are able to store files above their
quota limits even after time limit has expired.
the command
'quota -v '
also does not show the latest quota usage stats.
seeking advice/help
