This problem had a somewhat easy fix. The best solution was sent to me by
Brendan Choi who suggested installing patch 107589-02. Once you install
this patch just change this line in /etc/default/kbd :
#KEYBOARD_ABORT=enable
to
KEYBOARD_ABORT=alternate
or you can use the command "kbd -a alternate". Once you've done this,
reboot, and now only the alternate break sequence of "<CR> ~ ^b" will
get you into the PROM.
