Thanks for all of the replys I found out what the problem was.
The main issue was that the MRI (Microtec) license server software
could not see the license.dat file on license1 server so
I found out that one of the other admins had reasoned that the
license server did not need to use NFS to see the license file
so he shut off all of the NFS functionality.
So when one of the engineers would startup a compile and
the software would try to find the license.dat file it couldn't
do it.
So we reactivated the NFS on license1 and all is working now.
