It seems that the only really good source of BGP 4 that is publicly
available at the moment is at www.gated.org. Version 3.5 is available in
source form. Later versions require that you are an associate member of
gated, which costs money.

There is also another free implementation of BGP available at
www.zebra.org but it's still under development.
