Thanks to:

Stephen Harris
Roger Cotton
Larry Chin

All three have indicated that I needed to add the FULLY QUALIFIED DOMAIN NAME
into /etc/hosts as:

1.2.3.4 matt loghost matt.fcnbd.com

The full explaination came from Stephen Harris as:

"sendmail 8 is a bit stricter about domain names than the
previous versions... I see the same errors on Solaris 2.5.1 with the
latest Recommended patches. Hmm.... 2.4 also does this - can't
remember if that machine is patched or not.

Possibly before your machines could use DNS to fully qualify it's name...?"
