Thank you for the answer. I list the answer I got:
I. Increase swap space --- It does not work.
II. Increase share memory(shmmax) -- it does not work
III Increase seminfo_semmsl -- it does not work
IV. Increase set semsys:seminfo_semmns=200
to 100%, it fixed the problem.
