Various possibilities.

Change the permissions of the tape drive devices to 600

Using allocate/deallocate

Having words with the users managers

Cutting the users hands off/Kicking the c*&p out of him.

The last ideas the most tempting, I will have a word with management
first.

As to physical access, there is more than one system in the computer
suite not managed by myself so other people do have access.
