Thanks very much to the twenty five people who replied so very quickly
to my question.
The correct answer suggested by nearly everyone was to edit the file
/etc/issue, which is then output before the login prompt.
Just for completeness, some pointed out that /etc/motd does the
equivalent after logging in, and others pointed out that I could do
the same with tcp-wrappers. I don't really want to go to this level
of complexity at the moment, but I may consider it for later.
