I had originally asked if anyone had such a thing as a Null X-Display
that management applications could send a display to without actually
using a real physical monitor.

(X11R6) xvfb - Virtual Frame Buffer looks like it could do the trick
It can provide a display 1, screen 0 even on a system that has no
graphical monitor at all.
