This one I guess was easy.

I wanted to download a gif from a web site via a cron job so that it
updated itself every so often.

What most people suggested was either wget or webget.

I went with wget and it worked spectacularly.
wget is a GNU software product and I found it using Archie.
webget is a perl program used for the same thing.
