Chargen just sprays characters if you telnet to the port (19). It is rarely used
anymore and should not be made available over the internet, if at all.
It can be used for denial of service attacks. Some of the responders had
experienced such attacks
It can be disabled or filtered by a firewall without disrupting useful services.
