I finally got the answer i wanted... NO. :)
This is maybe due to the fact I may not made myself
entirely clear about my question, but I thanks all
the people who answered.

Answers:
ALl the nameservers listed in "IN NS" are authorative and I know
that...it wasn't the question.
Robert Bannocks <R.Bannocks@kingston.ac.uk> pointed a straight
answer and probably was the only person who understood me..??
(or I didn't understand the answers?? )

Well no The domain will be deligated to a responsible person or
orginisation
who will specify which hosts dns[123] are and have administrative
control
over them and thus make them well behaved.> in other words...doesn't the

Nothing.

CONCLUSIONS:
1.- The parent does CAN NOT efectively CONTROL who is SOA for
one of it's subdomains, except in the following case..
make the parent a secondary of all its subdomains and obtain
the database from the IP YOU delegated the subdomain to.
2.- If 2 DNS servers say that THEY are SOA for a subdomain..
what happens?? (twilight zone)
if the parent does (1), than nothing happens.
3.- DNS is still a nice-and-friendly Protocol..imaging me as a BOSS and
not knowing who is SOA for my departments..??
