Well, thanks to all that sent email.
I can't get GNUtar to compile on my HP 720 so I will have
to wait for an answer back from the GNU people.
The problem wasn't the tar program at all but a syntax error
in the link text itself.
There was a /directory/directory/./directory/directory/file
NOTE: the ./ in the link text. This is what did it.
The HP tar has a patch that allows 256 characters so I as yet
have not run into the problem of actually having a path too long
for HP's tar to handle.
