SUMMARY: help-can't log on.

The problem did not lie with the password file, not what shell root was
using (I had stated that root worked fine, it was other users.)

The solution was to reinstall the OS.

Thanks to all who replied, even the smart ass who said RTFM. I'll
remember him when he posts for help ;-)
