My original question:
Somehow I've broken the welcome message. When the /usr/local/etc/ftpaccess
file refers to /etc, it does mean /var/ftp/etc, right?
In ftpaccess I have this:
message /etc/welcome.msg.local login local
message /etc/welcome.msg.remote login remote
message .message cwd=*
Anybody see the error or know the answer?

My solution was to add execute privileges on /var/ftp. I previously only
had read permission.
