I received a lot of helpful responses pointing me at 'sudo', a program that
allows delegation of root powers for running programs to a certain set of
users.
this can be obtained from:
ftp://ftp.cs.colorado.edu/pub/sysadmin/utilities
(which I have done, and subsequently installed)
