Cecil Pang had it right when he said,
"If it return nothing then you do not have a user account entry in the
NIS+ database. Therefore you will not be able to create a credential
for therefor. You must have a account first before you can create the
credential i.e. passwd.org_dir should have therefor entry."
nispopulate was the ticket.
