You can set the debug option in /etc/asppp.cf, here's my entry:
ifconfig ipdptp0 plumb upstage ups netmask + up
path
interface ipdptp0
debug_level 9
peer_system_name ups # name in /etc/uucp/Systems
inactivity_timeout 600 # allow ten minutes before timing out
This causes copius info in /var/adm/log/asppp.log. Hopefully you will
be able to see what is happening.

I had similar problems where I would get to the Establishment phase and the Network phase would never complete , but once I switched to allow the remote end (an Annex terminal server in my case) to provide the address to the Mac it all worked fine and I now have a reliable 28.8K PPP connection.

The first thing I did before hooking my Mac up to a 2.3 machine was to get the PPP patch installed (101425-04). This is a back-port of PPP from Solaris 2.4. Never had any problems from the word go.
(Mac System 7.1, MacPPP 2.0.1, MacTCP 2.0.4 / 2.0.6)
