Problem solved.

Someone had edited the /etc/inetd.conf file and changed the in.telnetd line to:

telnet stream tcp nowait root /etc/in.telnetd in.telnetd

when it should have read:

telnet stream tcp nowait root /usr/etc/in.telnetd in.telnetd
