Well, once again, the list came through!
There were 3 replies:

Bill Kastner
All three said to check the suid on the ping binary. It
should be 4555.
The permissions on the binary were correct, so I did an "echo $PATH"
and I found that someone copied the ping binary into a directory
that was before /usr/sbin in my path. The new binary did NOT have
the suid.
