Thanks to all who responded.  The final solution was supplied by SUN.
Summary :
        Under Solaris 2.3 on a SPARC 10, with about 8 X terminals 
attached, a great number of in.tftp processes would gradually appear and 
accumulate
Fix :
        SUN supplied patch #101560-02 , which replaced the in.tftpd 
binary.  This has solved the problem entirely.
Other good ideas:
1) Set the X terminals up to NFS mount the font files etc that they need 
instead of tftping them. -- this was already done.
2)run a cron job to kill the processes
