The response was overwhelming and unanimous. /etc/motd is created in
rc.local where there is also an explicit chmod 666 /etc/motd (why?).

But does anybody know why every so often my motd becomes mode 666? I reset
it to 644 manually, but then it eventually switches back. It does not seem
to be related to rebooting the machine.
