Thank you all that responded. This was a good find. The keyboard can
be set to 4 different translation modes. While in OpenWindows, the keyboard
mode is Unencoded. When the transition from OpenWindows to the tty console
takes place, the keyboard mode is placed in the ASCII mode. Users on our systems
have caused an interruption of this process by typing on the keyboard during
the transition. The solution is to use 'kbd_mode -a' to set the proper
translation (ASCII mode) for the tty console. You will have to remotely log
in to the machine that has the problem and execute the command.
