I was successful in finding the cause of this error message.
First my original question:

I used the 'sum' command on three of the sun4c machines to determine that
the machine with the problem did not have the same version of the networking
software. I went into /etc/install to look at what was installed with
Sunupgrade and determined that the packages NETWORKING and SYS for 4.1.3
were not installed. The 4.1.2 version were still in use! I used the
extract_files command to pull these packages off of the CD. I had to do
a ranlib on some library before I built a kernel. Everything is now working
as expected and I still have to reapply the patches.
