Sorry to have wasted everyone's time, but I thought I cleared all bases.
Everyone who replied said to make sure the /etc/shells file is set up correctly.
It was the /etc/shells file. In my naivete when I set up the net boots I
thought it got the /etc/shells file correct because I could log into the
IPC, and when someone would do a 'w' they would get '-tcsh' as part of the
output. I also didn't think it was the /etc/shells file since the people
who brought this to my attention are running csh.
It turns out that the /etc/shells file did not exist! Thus I assume
getusershell(3) returned a NULL pointer since it got file not found, thus
causing ftp to give the error
530 User ljm access denied.
Login failed.
