Everyone told me about the internationalization of gettytab and
ttytab in 4.1.3. (I had retrieved my old files from the backup
tape and replaced the new ones.)
The most helpful response came from Bill Hunter,
who forwarded a SunSolve item explaining the problem and its fix:

DETAIL DESCRIPTION :
After either upgrading or installing SunOS 4.1.3, a login prompt that is
missing characters appears. When the login is made, it has missing
characters as well. If the first login is not successful and another
login prompt comes up, it is intact.
SOLUTION SUMMARY : When installing 4.1.3, /etc/ttytab or /etc/gettytab
have been omitted from the volatile_list for the upgrade, or the 4.x
version of the file has been restored. These files have changed in this
revision of the OS.
Modifying the 4.1.2 files does not work. The 4.1.3 version of these
files has to be extracted from the cdrom. With the 4.1.3 version, any
customization that is needed can be made. Use the following command for
either or both files: /usr/etc/install/extract_files sr0 root -a sun4c
-f ./etc/gettytab
This creates a /tmp/etc/gettytab from the 4.1.3 cd.
