All of whom were on the right track with the printer problem I
  asked about The original probelm:

John Valdes even correctly noticed that I had referred to an
ALM-2 when I meant an ALM-1.

At any rate the following patch fixed our problems:

Problem Description:

This patch corrects the behavior described in Sun Bug No. 1044721.
Systems running SunOS 4.1 with ALM (Systech MTI) boards can experience
flow control problems on these serial ports. The system will not
recognize an incoming XON character after receiving an XOFF character,
which causes the port to appear frozen. Typing ^S^Q will reenable
    output.

   ------------------------------------------------------------------

It turned out that we we also having trouble on four serial
ports that have connections to a University maintained modem
swith. This was fixed with the following patch.

        to previous releases.

As those who believed I knew what I was talking about when I identified
the card as an ALM-2 pointed out, the Jumbo tty patch addresses
this behavior with the ALM-2:
