Since the user in question has an other need to run Openwin2, setting
the correct LD_LIBRARY_PATH seems to be the way to go. (We automount
Openwin from servers.)
Incidentally, as an experiment, I copied V3 mailtool into the V2
directory and had the user try it. It works pretty much OK,
except for complaining about missing files to support the
new mailtool features (attachments, audio, etc.)
