Thanks to thakur@zerkalo.harvard.edu who suggested (and I quote):

   Check your EDITOR and VISUAL environment variable. Most likely,
   you're trying to use emacsclient as your editor (which connects to an
   already running emacs session), and this is failing somehow.

That was it! The previous sys admin here was a big emacs fan, and he left
EDITOR set to emacsclient.

Thanks to all the others who suggested checking permissions on FIFO and on
/var/spool/cron. (They were fine.)
