Well, I'm fairly embarrassed, although I did finally figure it out.
the answer that no one hit on is that you have to have UFS in order
to mount anything. I had added fd support to a diskless kernel, so
all it had was NFSCLIENT. adding UFS fixed things, and I can mount
the floppy just fine.
